Sapporo is the biggest city in Hokkaido, which is a Japanese island located in the north of Honshu (the island that contains Tokio, Osaka and more). It's a very montainous and snowy zone, so it isn't surprising for it to be that cold in january.

Its about the Average Temperature, which includes also Nighttime Temperatures. The Station Observatory Hill has an average Temperature (1991-2020) in January of 23.5°C

It's not only how far It's from the equator and which month it is 1. On the south pole the season are reversed (it's winter in june,july,august and summer in december,january,february) 2. Near the equator there is no season and between the tropics and equator there are only 2 seasons 3. The more landlocked the country is the bigger is the day amplitude of temperature
