The one thing I prefer from S.A.'s npcs is the fighting A.I. Hitting a girl in gta 5 is pointless since they just run In gta Sa even grannys would defend theirselves with knifes Hookers with guns. It added a realistic tone to the game as it makes you feel like everyone feels unsafe and needs to defend theirselves in a city full of crime

in case you did not notice. according to Sam Houser, the GTA SA NPC is more human if we put to it. they react to everything they see including your car depending on what neighborhood you're in. if you are in the hood, they will compliment your car or even attract whores to it. because GTA SA has no smartphones back then, it's obvious that they won't take pictures to the car. and Santa Maria isn't really that type of neighborhood where you can flash out your car because their community there is high standard, that's why during gang war it's not that dangerous or few gang members appear there. also at the honking part, they are actually annoyed by it and they are actually pulling a bird on you if you keep on doing that, as well as they run away because they find you harassing them. also if you land any type of flying machines in SA, the NPC always runs away because they probably know it's dangerous if they go closer to it. though the problem is walking around with weapons, they won't notice it. if you aim it on an NPC, they'll handsup no matter where neighborhood you're in. I think Rockstar knows it, but they just want to not implement it for the sake of a long term GTA gag.. probably. I think GTA SA wins when it comes to NPC. the NPC there has more emotions than GTA V has except for its advancements with mechanics and dialogues.

Part of the npcs being so courageous in V could play into the fact that we are so desensitized now
