So then, Jigglypuff would be able to pass by charging her neutral B before the blow. Even Charizard would make it too, you can clearly see he has a little delay after his fire breath. Anyway, I think a item would make it more fair

I think it's more because how slow it took his shadow ball to get there, if everyone has the same opportunity to get the same amount of time to run it'd be more fair, like for instance charizard didn't make it despite being faster than yoshi because yoshi has a low lag projectile to start the timer
