I IMAGINE A NEW VERSION OF FLASH’S ENEMY (TURTLE) WHO HAS MAGIC: I imagine in a different realm, a variant of (Nathan McSnurtle Green) aka Turtle, has magic powers, his powers is to make everything around him move slowly. To add I imagine that his magic powers, is capable to doing, different levels of slow motion, from as slow as a slug, to as slow as a snail, and to as slow as a turtle. In addition I imagine that he wears a, fake turtle shell on his back, in order to protect himself, from certain types of threats. I also imagine that Nathan aka Turtle, is in fit healthy shape, but despite that he is unable to run that fast, like regular people are able to do. To be more specific, people like Iris West, Cisco, Batman, Robin, NightWing, GreenArrow, Felicity Smoak, and other individuals like them.

There is a separate character called Turtle Man who has the distinction of being the first supervillain Barry Allen fought in 1956. Retconned to be a minor villain who was obsessed with the original Turtle he has been featured as a minion to the second Turtle, usually depicted as a genius who used slow gimmicks to commit crimes.

Interesting concept for a villain? But of course, it wouldn't be DC if they didn't miss the great big huge wide.
