Jerusalem cannot be Babylon because there is a finality to the judgment of Babylon if you Revelation 17 and 18. Rev. 18:21 says, "So will Babylon the great city be thrown down with violence, and will be found no more." Babylon will be completely judged in the tribulation. While Jerusalem will be the focal point of the Lord Jesus's reign and people around the world will be coming up to visit Jerusalem according to Micah 4:2.

I think Chuck Missler's teaching on chapters 17-18 is worth considering. He thinks the Mother of Harlots in Revelation 17 is in contrast with the woman in labor, Revelation 12, representing Israel. Then she is protected the last half of the Tribulation Period. So Chuck, looking at the history of the Roman Catholic Church, thinks no other entity is as responsible for the number of martrys who resisted their heresy. She has many daughters, kings who bowed down to her and still do today.
