My opinion - i don't really think if the soul comes in the cycle of death and rebirth, between death and rebirth soul cannot return back to its original home, cannot return to God because if the soul return to God ( God is our Parent), God will make us powerful, can clear our karmic connections (vikaram vinash), patit Sai Pawan ban sakti hai atma phir, sadgati ho sakti hai soul ke but this never happens. Because if this happens, the soul will not take rebirth especially in this yug (kalyug) because the soul will be too pure to be in this impure world (because this world has 5 vikar). And about we choosing our parents, we are reborn in the same lineage because our karmic connections are with the same set of people (souls) whom we met in the past life and stayed with them. You would have noticed now a days, there are lot of fights and arguments/conflicts within the family, it's because the karmic relation is so strong due to which we being reborn again and again in the same lineage with the same souls and this is not satyug, this is kalyug - due to 5 vikars whatever thought, word, action we do is vikaram and cannot be a sukaram. Basically karmic connection is so strong that we have to be born in the same family/lineage hence we don't choose our parents but our karma is with them, so the soul again get rebirth in the same lineage. Plus somehow, our thinking in some or the other way matches with the mentality of the family/parents, even though we can say our parents mind set is different than ours still some of it really matches like certain habits etc, even science says that we match with our parents due to DNA.

Again it's my opinion, goodness it's going to be long - If you get irritated or angry with someone and yes the other person is at fault, anger is vice, someone did something which made you angry, it's the play of smriti and vismriti, you forgot you are the sweet child of God, if God is ocean of love and ocean of forgiveness, you are Master ocean of love and Master ocean of forgiveness but in that moment you forgot this and got angry on the person. True, we can clear our karmic connections but few can and many cannot. Example - purity becomes important (thoughts, food habits - pure vegetarian food, no nonveg, when it comes to relationships - especially Kam vikaar should not come in action not even in thought seeing everyone as brother and sister), everyday amritvela meditation (3 am to 5am), everyday murli, mananchintan, numasham yog, no outside food - no onion and garlic, food should be prepared with good thoughts by you or a yogi, being karamyogi, keeping attention on Sankalp, Drishti, vriti, Vani, 5 vikaar ka daan (dai daan toh utray ghaihen), baihad ka sanyaas, there are many more things which needs to be followed. Yog ke agni Sai he vikaram vinash ho saktai hai, karmic connections khatam hogai. Yogi jeevan inn dharnao sai he giya jata hai. Yai dharnay nahi toh yogi jeevan bhee nahi and we cannot sit 8 hours and do yog because we have to earn and take care of our lokik family, that's why we have been given the vardaan of karamyogi. Now not everyone can do this. Only few can. That's why only few can clear karmic connections.
