Welt is not emanator level be it now or his prime clearly doesn’t anything they talk about, especially the argument that welt comes from another universe and he is herrschers, but little they know its literally the same universe and hi3 is one of the leaves in the tree and welt literally one the weakest herrschers. None of the herrschers scales to emanators and only kiana can even have a chance

Real answer from someone who played Honkai Impact 3rd (until chapter 35, played both APHO, and read Alien Manga) and also plays HSR: Acheron wins against Welt. First of all, Acheron is a Mei variant, in every universe of the Honkai series (not counting Genshin) Mei is destined to reach highs in which barely anyone but the other protagonists (Kiana and Bronya respectively, mainly Kiana) can keep up with. This has been seen in Gun Girls Z and Honkai Impact 3rd (Both eras). In the HSR universe, Acheron is an Emanator, people that are naturally stronger than Pathstriders. Many people like to say Herrschers are at the same levels of Emanators/Aeons, depending on which Herrscher we're talking about. For Welt, he can reach Emanator levels, but keep in mind, this is with his Herrscher powers. Currently in the HSR universe, there has been no mention of Honkai energy, and the only thing we know about it, is that Kiana sealed herself with 99% of the Honkai in the moon. While Welt has the core of reason with him, it's power is greatly diminished, and we can make a fair assumption that he is nowhere near his prime, meaning that he is not at the level of an Emanator. The only form of power he has is the Star of Eden that he disguised as a cane, but keep in mind, the weapon is also greatly weakened because again, Honkai energy has been sealed off in the moon. Many people like to say that Welt easily wins because he just creates a black hole and poof, Acheron is gone. And that's incorrect, because if you read Acheron's lore and the Diver set, it talks about a story regarding Acheron and her companion Freebas, how she wanted to go inside IX, but Acheron advised her not to do so. At the end of the story, it is implied Freebas died going inside IX, yet Acheron is still alive. Acheron is a representation of Nihility, she is tainted by Nihility. A black hole is not going to do anything to Acheron, especially so when she herself is being granted powers by a God-like black hole (IX). Not only that, but it's also implied she can stop time just by unsheating her blade (Which by the way, is splinttered from the 12 Sentinels, a reference to the Herrschers and the Divine Keys in Hi3rd) as we've seen not only in her gameplay when she uses her ult, but also when she used it against Aventurine To further add onto the argument as to why Welt isn't in the same level as Acheron, remember back in the Luofu when he, Jing Yuan and the rest of the Astral Express (except for Himeko) couldn't even beat Phantylia, an Emanator of Destruction? That's more proof he is not at the same level as Emanators. As for Acheron, she one shotted Aventurine, who technically became a temporary Emanator (By smashing the Cornerstone that Diamond, an Emanator of Preservation gifted him, which gives him temporary Emanator powers). And she also nearly traumatized Black Swan, an implied Emanator of Rememberance. There are even more arguments to make, but i already yapped for to long. In conclusion, i feel like this 'drama' so to say has been sparked by HSR fans that didn't play honkai impact 3rd, yet the only thing they know is that Welt is part of said game, and they automatically assume he is the strongest just because he can create black holes.

Box's best point is that aventurine specifically chose acheron to kill him in his flawless plan even after clearly knowing of welts existance. He literally gambled that she was strong enough to break the laws of the dreamscape, and she did it in one move

I guess we could look at it this way if Welt was still the herrscher of reason/sovereign of anti-entropy then yes he would probably be stronger and most likely would be able to beat her. Given that he was able to fight toe to toe with actual god like beings. But as he is now his powers significantly weakened and not having access at all to his herrscher powers due to the fact that there's no herrscher energy in the star rail universe. No, Welt is significantly weaker than Acheron. Acheron has the equivalent of all 12 Herracher core equivalents in her world combined into an even stronger instance of it, called "Life", the fusion of Origin and Finality which are the two strongest of the Herrscher Core's in HI3. Going by how it was expressed in her lore video, it's akin to all 12, including the one that parallels Welt's, being put into one, power-wise. On top of that she gets an additional power amp from IX as an emanator of them. As for Welt's black hole ability, Kevin, someone who is only at the level of a Herracher of Finality, was able to cut through Welt's black holes to disable them. Acheron, who has both Origin and Finality combined + the amp, is stronger. Welt was also defeated by someone vastly weaker than Acheron (a 13 y/o Sirin who just had her Herracher of Void powers awoken), and even killed. While he was able to manifest his body back due to his mind being inside his Herracher Core of Reason, it came at the cost of him being left with 65% of his power. He is not able to do this of course if the Core is destroyed which Acheron easily could do as she broke the blade of Finality with the blade of Origin, and has the blade of "Life" which is beyond either. Also, I believe it was stated he can't do it at only 65% of his power. As for Acheron being able to withstand a black hole, as I already stated, she should have no problem dismantling them like Kevin did as she is far stronger than Kevin since she is Origin + Finality ("Life") with her equivalent + the Nihility Emanator amp. But, she also didn't die when her planet was consumed by IX who is described to be akin to a massive black hole in how it can act on others. So, for Acheron to not have been eaten by the force of Nihility when she was on her planet, she must be able to withstand it. Or else she would just be floating in outer space, or consumed by IX, which she wasn't. It's also seen that she did some sort of "Life" slash on IX that was the color red, which speculatively seems to correlate with the last pitch of color she has left upon being consumed by Nihility as its emanator. It could be a testament of just how strong "Life" is as a blade. She also was able to damage the barrier of the Dream in her battle against Aventurine, which is something that is stated Memokeepers can't even do without the Family's (via Xipe's) allowance, despite the Dream being based heavily on memoria, something Memokeepers are able to thrive in with their memeic powers. So, that too was a very impressive feat. And, it's even stated by Acheron how lucky Aventurine was she was there since normally a person would not be able to kill another in the Dream, but that she, "has a very sharp sword," which she isn't being literal, she is referencing the immense power her blade of "Life" has that it can even do what memokeepers can't inside the Dream. And, yeah, she can move so fast that the entire world becomes essentially frozen in time by comparison, including Welt. This level of a speed advantage is massive and would make it very easy for her to obliterate him and his core in literally one slash without him being able to even react. So, yeah, people saying Welt is stronger have no idea what they are talking about, don't know about the lore, and clearly are just pushing agendas without any regard to the actual lore of the games.
