No, the ICC isn't recognized by all countries, so it doesn't apply to all countries. The US, Russia, China, Israel and others don't recognize the ICC. Palestine does, but it's unlikely those terrorists will give up their terrorist leaders.

Why is this the first time I’ve heard any of this about her. The whole decade she’s been married to Clooney. Ms.Clooney along with a team of experts had been asked by the ICC Judges to offer their expert advice on whether or not war crimes are being comitted in Gaza. The panel gave their UNANIMOUS opinion that War Crimes have been comitted. Most of the world already knew that. Now it is official. I hope that sheds a light for you,?????? A decision that the majority of the world already knew.

It's more than just symbolic. It will restrict their travel, they can't go to a state that is a signatory of the Rome Statute, which are if I'm not mistaken 129 countries around the world, including most, if not all in Europe. Not only that this will cause him to lose political power, since a ruling from the ICC will bear some significance, and will drive public opinion to change faster.
