When Gojo was born many of the cursed spirits went into hiding just because they knew how powerful Gojo satarou was and not only that, he was also the one who could stand against the higher-ups in the jujutsu sorcery world. After the sealing of gojo satarou in the prison realm, many of the cursed spirits who went into hiding a long time ago can feel the absence of gojo satarou so they come out and start attacking the people trapped inside the Shibuya region. Also, the higher-ups of jujutsu sorcerers are issued an order to execute Yuji characters who could threaten many others in their world. On the other hand, kenjaku proceeds with his plan of involving human beings in the culling game to use their soul for his own purposes.

Gege akutami is even more cunning and clever than Kenjaku, he calculated the possible time of gojo's sealing in anime, then he plotted all these immense plot twist by making Gojo win to kill him off to hurt the fans both in Manga and Anime. Dude no, you forgot the fact that RCE comes from the abdomen/belly of a sorcerer, which is not intact in case for Gojo. His lower spine is also severed from his brain, so there is very minimal of chance of him surviving and being able to use RCE. Unlike normal CE which comes from a cortex of the brain, RCE comes from the gut, which has already been severed by SUKUNA (Not Mahoraga, Mahoraga only laid out the blueprint of the space manipulating attack for Sukuna).
