Dolphins and members of the whale family can make laughing and singing sounds. When looking at the water in search for humans they saw something swimming. Fear and fantasy do strange things with eyewitnesses. Fish do not make any sound... And even in old times, Poseidon was known to have daughters (and sons) that lured seamen onto their cliffs with singing. Near the Lorelei bends in the river Rhine, ships were wrecked if the shipper was distracted by their songs from the high peaks.

I believe that the origin of this myth does not come from manatees but from women diving for something ( pearls sponges corals ) which was not uncommon in the "Caribbean regions" at the time.

I think it is a flying saucer, there are a few depicted in biblical art. I think it is more realistic an idea, that the mermaids have 2 legs covered in scales, with fin like tails for feet, rather than a solid fish body, it doesn't seem anatomically correct.
