Actually an eagles bottom is actually called a cloaca ( the same with all birds ) the cloaca is we’re the eggs pee and poo come out off. Also bird pee is white and bird poo is black or dark brown.

You should watch the channel Clint's Reptiles. He breaks down the phylogenesis of many different groups. He recently did raptors and then other birds. I found shrikes, aka butcher birds very interesting and a bit gruesome.

Absolutely no one decided anything. The fittest individuals survive and pass on certain genes generation after generation until the subtle change becomes widespread. That's how evolution works. It's merely survival of the fittest. No intelligence or conscience needed.
