Except... Subaru does love Rem romantically. In episode 2, season 2 (minor spoilers) he says to Emilia "Rem is equally as important to me as you are". And this line was even toned down in the anime. IIRC, Subaru says in the WN "I love Rem just as much as I love you" A cut scene from season one even had him and Rem promising to get married if Emilia was comfortable with polygamy. And just everything he does after the start of season 2 (in the WN) shows just how much he loves not only Emilia but also Rem.

There are certain times where I don't like Tsundere's, they can get really annoying and hit the love interest so hard. That I could feel the pain just by the screen.. One of my favorite Tsundere's is Chitoge from Nisekoi.

Personally i believe its a matter of how love manifests, in Subaru's case when he met Emilia he was stricken by her and perhaps may have not even known why at first, but her simple act of kindness clinged to him even though he barely knew her, and I myself have found myself in a similar scenario (but the person wouldn't be able to accept my feelings so i had to keep to myself) but in the case of Rem it is the simple fact of she grew to love Subaru not from the surface, the face he throws out and shows everyone, rather she grew to love Subaru on a deeper level, as she began to understand him as a person and became "Demonically Inspired" by her actions. Both scenarios genuinely could happen and love will creep up on you before you even realize it is there in the first place Warning, this is coming from a guy who's been stuck as a silent observer who has never been in a relationship.

To add a bit more to my comment Subaru originally fell in love with the idea of Emilia, from the brief time they spent together, however over time he also fell in love with the person she was as a whole, which resulted in his undying love for her. I'd say that he also loves Rem, but in a different sense. Rem is you undeniably best friend who pulls you up when your down, and when their down you'd do the same, Rem is the kind of person who will stick by you through and through, but Subaru just doesn't particularly think of her as someone he could be with, not over Emilia at least, so their relationship stays platonic (also just from the brief moments of season 2 i've already come to like Emilia a lot more not more than Rem yet, but I feel that could be soon approaching)

Subaru loved Emilia from the start. Emilia was his Inspiration to save People. He fell inlove with Emilia's kind and Selfless nature. Subaru Devouted his life for Emilia and is madly in love with her. Also overtime he does love Emilia for she is as Person and not trophy. Like he viewed her in episode 13. (I like that Development) But, he fell in despair, and rem helped him with that. Which gave his courage back to save Emilia. Hence "I love Emilia". In Emilia's, She has a couple of Trust issues. But she does slowly develop feelings for him and even shows Jealousy when she shows interest in other girls. Subaru and Emilia's relationship is complicated, in the beginning Subaru fell in love with Emilia's kindness and Selflessness. He didn't Emilia as human being but more of a prize. Hence episode 13, were he state she owed him. Then that got developed he learns more about Emilia and her flaws. And who she is as person. And he still loves her and even admits he is madly in love her. (And he even called her a pain in the ass) They're bond got stronger. And Emilia is even developing feelings for subaru. But, She doesn't understand her feelings. They help each other too. Emilia does love and care for subaru. But her whole life isn't revolved around subaru. She has her own goals in her life. And wants to subaru to be by her side. Also, they get intimate with each other. nice name, as a webnovel reader, it is great- anyway, this is what people seem to forget when discussing this, potential. I would rather have Emilia over Rem 10 times out of 10. The reasons are revealing themselves as we speak, just watch season 2.

Emilia is a "slow start" type of character with a lot of backstory and lore, that sure, her character might be as great as all web/light novel readers say, but not only tappei has admitted she is the most difficult character for him to write, but is like saying "a 7 season show is good in its first 1 -3 seasons BUt becomes REALLY good and way better starting season 4" (example. agents of shield, really good show.); some people might immediately love the "slow start" character and know its a matter of time before the character gets to shine and love the payoff the patience gave them, BUT others won't have the patience to see the "slow start" character become their favorite while time passes and while its pressence is always there, you don't really know that character until later: Like the classmate you have seen for 1 year, but have barely spoken to and you know the basics only While Rem is a more simpler character who got spotlight sooner, audience got to know most of her backstory sooner, and even saw her development affect the story sooner. Just see how she went from being "the one who hated subaru the most and would most likely kill him" to "the one who loves him the most and would die for him at the drop of the hat". which while that might still stop some from liking her (although personally she redeemed herself in my eyes with the evtns of episode 15), makes people, like me for example, find her more interesting. Rem is like the classmate that while you have known for 1 week or month, you have come to learn a lot of said classmate across that week - month Maybe my opinion of emilia will change once season 2 ends, maybe not.

But still, in the sixth arc, even if only for a short time, she was able to communicate with her hero, to save him again. And she had been his support all this time, he had been inspired by her, he had aspired to be the hero she saw in him. So it's not as bad as you describe.

The letter she left for him in Ep.14 was signed "Subaru-kun no Rem" which implies belonging and is not a conventional phrase to end a letter, as the subtitles "Your Rem" made it look like. Later Subaru adopted that when referring to her. He declared "You belong to me" in his confession. When he got mad at Carmila, he went on describing the real Rem, adding "That is my Rem. Don't you dare talk to me in my Rem's voice, with my Rem's face." And on a more funny occasion he argued with himself in Od Lagna, "And my Rem. - You mean, My Rem. - No, my Rem. - No, mine."

Well if you read Arc 6 then......spoiler he died for her about 20+ times i would say.....and 2 nearly 3 in Arc 7. These two really need to stop dying for each other.
