He is refering to just the models used for dragonite vs gyarados. In the story the golden koi turns into a golden dragon, but a golden magikarp he turns into a blue "dragon". The blue dratini/dragonair turns into a golden dragon. The color pallets don't really fit. If you only swap what they look like (keep names/stats/moves/etc), the current serpentine gyarados looks like a beefed up serpentine draginair and the current dragonite looks like a fat magikarp turned into a fat dragon.

Well yeah but I mean do Dratini and Dragonair look anything like Dragonite? Or do they look more like Gyarados? I think the only thing Magikarp and Gyarados have in common is the whiskers. Dragonite has nothing in common with its pre-evolutions. Meanwhile, Dratini, Dragonair and Gyarados are all blue serpentine shaped water-type-looking pokemon.

Thats the whole fucking point magikarp is based around that story. And in the story its turn into a dragon so it fits perfect

But beside that, its also a flyer becauce its wings. So its unusual to give him dragon type when he needs to be a flying type to becauce it should fly. Altara is a pure fly type but beside that u can't think of a 2 typing, beside dragon. I think thats the real reason why charizard is just Fire / Flying and altaria Flying / dragon.
