@Penny Bee That's called good stewardship of the planet. Removing a "problem" doesn't necessarily fix a system as a whole. Until recently, we were only trying to survive. Our problems today are much more subtle than they were even 100 years ago. Everything can seem to be a threat today. There will always be someone who cares. Be it recycling, caring for someone who is mentally unwell, or an injustice in the world. People do care. @Chirag thank you for your optimism.

I wish it were that simple, but no. We are not just talking about citizens here, but also businesses. One time use plastics have the advantage of being very cheap and efficient, which businesses benefit greatly from and brings in more profit. Paper, glass, and metal are more pricy recourses which some businesses will sacrifice for either lack of enough funds or overall strong wants of high profits. As we all grow up we start to realize there is no black and white anymore, it's grey due to complications and such.

Its kinda always been a fools errand to tell people to recycle given the current system. Even reducing can be difficult sometimes because almost everything is packaged in plastic. I think the biodegradable plastic is infinitly better than the recyclable stuff tbh, its far easier to replace the current plastic with biodegradable than to try and get people to recycle every single piece of it. One simply requires you to change the packaging on the product, the other requires an overhaul on a massive scale. Oftentimes recycling is not the easy choice in america, it should be, but making it the easy choice is not as easy as making that decision unnecessary.
