CSS requires high level of maturity. Being a CSP , you have to work with every sort of politician. Blindly following someone - who paved the way for politics of polarization, isolated country, and used religion as a tool- will never allow you reaching mental maturity. I had many opportunities to leave this country but i would never do so. Even in civil war - God forbid- i will be in my country. Whosoever rules this country, I am Pakistani and i have to play my role. Politics is same everywhere. Even in US, the republicans and the democrats are at loggerheads but we see US as destiny. Grass always looks green on otherside. So chill best of luck.

I will disagree with you on some points like your stance on politics shows that you are unaware of Pakistan's political history of past 11 to 12 years. But, the main question on which I will agree with you is that should we prefer abroad over CSS? I would say if you are doing CSS for better future and lifestyle and have enough money to study abroad then please go. Let me clear this rationally, if you have any sort of engineering degree in Pakistan, there is no industry which can pay the reward of your hardwork. Almost all fields related to practical science require a big chunk of industries to actually implement those skills. For promoting industries, you need a lot of subsidy on tax, electricity and oil to boost business in your country. Secondly, as a student of Iaw I will agree with Youval Noah Harari here that an independent and capable judicial system is also required to resolve the issues of enterprises. Cooperations usually prefer democracy over hybrid regimes. So eventually in light of Pakistan's economic situation and state's current institutional structure, there is lot to change in it and a civil service officer cannot do anything in this regard as policy making is not his job. And if you are thinking that this institutional structure will allow any change in its hegemony, you should also read Pakistan's political history particularly MRD movement, Bacha Khan or many others. I can write a lot of stuff on it but I think for a rational person this will be enough and for a person who is in a fictional realm like Qasim Ali Shah, I have nothing to offer. I think everyone who is from middle class and have money to go abroad should take it factually rather than fractionally. And if you are from lower middle class and don't have money then you are left with just two options: either go for IT field or choose CSS or ISSB as both are better than having nothing.
