If the govt was smart they would partner with japan to build out all irrigation schemes from galalan kulalu to western and nyanza where there are 8 major rivers to hola bura irrigation schemes by using their funding systems 10% grace period and long term loans of 30 to 50 yrs at 0.1% to 1.2% interest rate.
