@@Propraj agree, not all qualify and can get H1B approval even after OPT, but H1B is used by many companies and widespread than even L1A or L1B, let alone O1

Hi. People move to US for studies all the time having siblings or close relatives who have moved to the US and have been working prior. How a visa officer would judge you on the basis comes to your responses as to why you want to study in the US and what your career plans are after. How it helps you develop perspective and problem solving, and your reasoning for that university, the specific course and how you intend to put the course to use. I spoke about how my field of study was up and coming in growth (renewable energy) in India and getting a US education gives me cutting edge knowledge for wide and cross functional applications. It also comes down to your ties to India. If you have family, immediate ones in India and property attached to your family name those are all ties. I only had my family house, my immediate family and sibling in India, and no relatives in the US, during my appointment time I touched on the value of the education and university and professor I was working with. I got through it without an issue. Be confident and honest about your motives, and go in with an open mind about your future. If you attend the interview thinking this is your ticket to becoming a US citizen, the officer will know it. Instead have an open career outlook, this will also show the officer that you are not moving to the US because it’s US, but because it’s for your career growth and education.

just don't panic infront of the officers just try to prove them that you will not settle / immigrate there just try proving them that you are going for your education only

Apologies to interrupt, but there is no such provision that if you have German passport, you can applyvfor O1 VISA. Applying for O1 is not based on birth country/citizenship status, it is on one's accomplishments. Hope it helps!!

Apologies to @Yudi J for interfering w/o his permission, to answer, even I had a Diploma of 3 years and then direct admit to second year of BE Eng in India. I don't know in which year are you now in your Bachelors, but you can apply in advance too , but university will ask you to submit all the transcripts eventually. Till then, you can submit your GRE/GMAT , IELTS etc requesting the university with your condition. They might admit with a conditional status , again depends!!

I agree with what RM said. I am also a diploma student haha. You will be fine. Like RM said the university will eventually ask for it. but for application you can submit with what you got and WES is not needed for all the university, so check the one you are applying to and see if they need it.
