It makes sense to assume this, but what we're seeing here is actually the third part of the "fight or flight" response: FREEZE! The eagle can't get away, so her immediate response is to try and defend herself with claw, wing, and beak. If she can't see, she doesn't stand a chance in a fight against what she perceives as two large predators, so she's staying still in the hope that they'll lose interest.

It would be so cool! I got to pet an elderly tiger once while he was sedated for a vet visit. It was humbling. His paws were bigger than my face and his claws were over half the length of my fingers. Incredible animals.

I volunteered at a bird rescue center for 4 years rehabilitating injured wild birds. By far the coolest experiences were with raptors. Since they were wild it was a huge no-no to baby talk the young birds, especially owls. We used to have to wear literal ghille suits so the baby birds wouldn’t get attached to us.

I volunteered at a wildlife center, and also got to deal with raptors! We werent allowed to talk any more than necessary for communication, so that the animals wouldnt become acclimated to human voices and think they were safe. Dead silence in the ICU when there were baby birds, and yeah, the treatment team had to wear a getup when they went to retrieve the babies. XD The hardest thing for me was not being able to comfort the animals as they were being handled! As a dog groomer, thats the first instinct!
