The EU has been slowly expanding since its birth in 1951. From only six founding members at the heart of Western Europe, to 27 member-states ranging from all across the continent, the Union has grown significantly over the last few decades. The potential members most talked about at the moment can be found in the Western Balkans. While many of these states are eager to join the EU, how likely is their accession? In this video, we take a look at the overall situation in the Western Balkans and how likely we believe they are to join the EU in the near future.

Bosnia is a little more complicated though. The reforms are not the only thing the country needs, as the situation with Republika Srpska isn't a stable one, and they could end up with another Serbia/Kosovo situation.

@@tomorrowneverdies567 It will very likely happen over the next 5 years, they'll have an all night session, lock the doors and don't let anyone out until they all come to an agreement. 9 out of 10 times that works and we should remember that the eastern EU members want the EU to expand more than the western EU countries, so there is that card in play. If it comes to it and there is no movement, more drastic measures might be needed, either by finding a solution to kicking out countries like Hungary or centralizing power more at a Euro Zone level, the Euro Zone is the vast bulk of the EU and countries that are in that are more likely to want the EU project to work compared to countries that drag their feet. In any case, if the EU doesn't get its act together and offers some kind of sign of hope that those countries can join, they will eventually give up and turn to Russia or China, they are not going to keep waiting for the EU and it's members to get its act together and I think the EU has 5 years to find a solution to this.

As someone from Serbia I can say EU integration almost stopped being a topic here. After so many false promises and new demands one after another, people simply started feeling like the EU is treating all of us like 7 year old children. EU keeps talking about some standards, while at the same time not applying those same standards for almost any member. They say you need to fulfill some criteria in democracy and economy, but nobody can make me believe that Bulgaria and Romania were more ready to join in 2007, than Serbia is today. After more than 10 years receiving EU money, there is minimal difference in their economic and democratic development from Serbia. Also, the thesis that the ''EU doesn't want to import problems'' didn't stop Cyprus joining even tho 1/3 of their country is occupied. So yeah, I understand Serbia is not a pearl of democracy, but it would be nice if we had some real criteria that we need to fulfill instead of them changing all the time. Let's not forget that no other country had to accept an illegal occupation of their territory in order to join EU. If it was to pure standards in this ranking, Serbia should be on the 1st place. Montenegro is simply getting more political support on closing their chapters because they don't have to deal with problems with Kosovo and completely align with the EU foreign policy, but it would be hard to argue that Montenegro is on a higher economic development level than Serbia, or any other tbh. So, in conclusion, for me the ideal situation for Serbia in these circumstances is to keep friendly relations with the EU, but not join. I think EU laws and standards are good and that we should implement them no matter whether we can join or not. EU is very important for us, because we are in the middle of Europe and we simply have to cooperate, we cannot isolate ourselves. But it would also be impossible for us to bring ourselves so low to accept some demands that no other country had to, like giving up parts of their territory. So for me an ideal solution for Serbia would be a form of cooperation that EU has with Norway, Switzerland or Iceland.

Totally agree on your view of the never ending mirage-like standards. Having so high expectations from small balcan nations when already having Bulgaria, Romania, parts of Slovakia 🤢, Napoli… is just laughable. On the other topic, you need to realise that you are not losing a part of your territory now, you already did in 1999!!! You can‘t force 2 million people to live with you, period! The sooner you realise it, the better you move on. ✌️
@KaspeG
@KaspeG Жыл бұрын
It's hard to call something an occupation, since almost the entire population, i.e. 2 million people, do not want to live in Serbia. As a colleague mentioned above, no one has the right to force someone to live under his rule. Just like Russia has no right to tell Ukrainians how to live. Kosovo does not want to be part of Serbia and this is not a whim of the government, as is often the case in the world, but of the whole society. If Serbia understood that cant force anyone to live together with me, it would be in a much better position now. It's a pity, because Serbia is a really nice country, with a beautiful culture and tradition, as well as nice people. I hope we can come to an agreement someday.

I have to fundamentally disagree with the criteria you chose. This simply does not apply for W. Balkan states, since our states are all barely democracies, politicians, who have in most cases been in politics for decades, make decisions, not the people. So the Public support category has no reason to exist. What should instead be considered is their readiness, not just the opened/closed chapters, but the amount of corruption and the readiness of the judicial system to switch to EU laws. Besides that, ranking Bosnia anywhere above last place is absurd, Bosnia has made basically no progress since the 90s, Republika Srpska blocks everything that Federation of Bosnia and Herzegovina suggests, and vice-versa. It has the same problems Serbia and Kosovo do, but all in one, and on steroids. They only just became candidates and have a long and hard road before they even complete the first chapter, let alone join the EU. I do agree that Montenegro is likely the next member, and that Albania and N. Macedonia are the closer to joining than Serbia and Kosovo. I also disagree that there is no political support for joining the EU in Serbia right now. Our country only functions because of EU investment and funds, if we were to lose that all of our politicians heads would roll, and they know that. Yes, our government and people have many pro-Russian inclinations, but no one in their right mind would dispute the fact that we are dependent on the will of the EU, not Russia. Until recently our government had full support from the EU to maintain the status quo in Kosovo, at least until the Russian invasion of Ukraine, now that the EUs priorities in the Balkans have shifted from "Stable instability" to the absolute removal of Russian influence, the status quo won't do anymore, and that's why you're seeing more of Serbia in the news lately. There is no more pro-Russian propaganda/sentiment (except maybe Wagner group recruitment, but our government is actively fighting against our people joining either side) in Serbia since the war, if anything, there is noticeably less. The only times I hear Russia mentioned on pro-government media nowadays is when Vucic says something about maybe-maybe-not implementing sanctions on Russia. Heck, I don't even remember when's the last time I saw Putin presented as pro-Serbian in any of the pro-government "news sources"

Having individual veto power, while having multiple dozens of nations, it just becomes a mess. Switching to something more akin to a two-thirds vote would allow the European Union to move more quickly and efficiently on many matters. Not exactly something likely to change on this scale. I think if they want a work around for the veto, they need to be clever and form tighter inter-union relations where you tackle such options within themselves, and then instead of the only solution being what individual nations do, you could work more cohesively with the internal nations on a relatively similar page.

Hello! Could you make a video about the re-Union of Romania and Moldova sometime? (I say re-Union because it has happened once in 1918 and again in 1941, once peacefully when Moldova gained independence from Russian Empire, and once by force when we took back the lands from invading USSR) Like what that would mean for European Union and NATO, how Transnistria and Gagauzia would be like and if they could be pacified (I heard the Russian leaders in Transnistria even denied to help Putin against Ukraine at one point). As a Romanian would love to see this happening because public support is very high in Romania for it to happen, and in Moldova it stays at around 35-50% (depending on the question asked about the union but more recently it was close to 50%).

the entire process of EU expansion has been compromised and has lost its original appeal it had years ago. Doubt many of these stated in favor of numbers as being recent, since the general acceptance for the EU is pretty diminished in the entire region. Specially in the western Balkan region the chapters, standards and entire process seems to change and keep changing every 100-200 km on the ground. What is tolerated and accepted for some players is strongly denied to others. Further the mantra of an "path to Europe/candidate status" is trying to obligate the potential new members to allign and follow all EU duties and guidelines without any benefits or tangible timeline when you would actually join. The status quo after 20+ yrs is an accidental/tolerated neo colonial set up, that is basicly exploiting the markets and worke force of these potential new member states without any real commitment from the EU side.

No country is likely to join the EU until reforms to the veto and majority voting rules are done and that really needs to be done over the next 3 to 5 years, otherwise, a lot of countries could lose interest in joining the EU. If it comes to it and Hungary continues to play games, I think the EU and other members will have to get creative in finding a solution to kicking Hungary out of the EU and unless there is some big changes in Hungary, I think they are heading on a one way path to being booted out of the EU. I would have said the same for Poland before Putin invaded Ukraine but Poland might be salvageable, there is still some work to be done on Poland and getting them back on track, but as for Hungary, I hold out no hope for them, apart from there is high public support for the EU in the country, but unless that translate into giving the current government a good kicking, it won't mean anything. In the end, there are many countries that want to join the EU and I think it's unfair to them that they should get held up because of one or two troublesome countries and personally, I would be happy to trade in those troublesome countries for countries that actually want in the EU and wants to make it work, the EU and its other members need to grow a pair and get a lot tougher on countries that are braking rules, because it's setting a bad example to the others by being soft on them.

Kosovo cannot join the Union as long as it isn't recognized by all EU member states. Greece and Spain for example, do not recognize Kosovo, and will likely continue not to, for reasons of their own. Albania and Skopia also have issues joining the Union, because they do not respect minority rights (in the case of Albania) and their police participates in organized crime. Skopia also has issues with neighboring Bulgaria, and both are blocked due to corruption by countries such as the Netherlands or France. Serbia's bid, although being the most viable and not blocked by anyone, is unlikely to come to fruition anytime soon, because Serbia keeps neutral relations between Russia and the West, and does not accept the attitude of countries such as Germany or France with regards to the Kosovo issue. Montenegro and Bosnia are currently the most likely to join. Montenegro is under a pro-EU dictatorship and already unofficially uses the Euro. If it liberalized the elections, it could definitely join the union. Bosnia, however internally divided it is, is already intertwined with NATO and Croatia to a large degree. This is why it is also likely to join the EU

Albania, Kosovo and Bosnia are predominantly Muslim countries. Kosovo is not a legitimate state in the eyes of any country that faces similar separatist issues (especially Spain), so unless Serbia agrees to Kosovo’s unilateral Declaration of Independence, they will never be admitted into the EU. Albania has a trafficking and criminal element that unsettles most European nations. Allowing them in the EU will also be considered a precedent to allowing Turkey into the EU, something that scares most EU countries. For these reasons, those countries will not be allowed into the EU for a long time. Serbians have little interest in joining the EU, so I doubt they will qualify for membership any time soon either. But Serbia does not need to recognize Kosovo to qualify for membership since Kosovo is not recognized by several EU nations anyway, and its Declaration of Independence is self-declared and therefore illegitimate. Also, Serbia does not support Putin or Russia, they merely do not trust NATO and have no reason for attacking Russia. Greece’s reasons for opposing Macedonia (yeah, MACEDONIA, not North Macedonia) are pathetic. How the mighty have fallen. Had to believe that such a petty country was once a great civilization. But Macedonia’s standards of living are a fair bit behind EU standards. I agree that Montenegro is in the best position to join the EU.

Interesting video, I agree that Montenegro will be the first. I think the public support aspect is overrated. It can change in a matter of a few years. Since these countries are not a year or less from joining, I don't see it as particularly relevant. I do think the Veto system needs to change. Not only because of Hungary. Austria and the Netherlands have recently shown that in my opinion. I think the video is a bit off regarding Serbia. But overall it's better then most. Still I think the previous video on the topic was better. Also considering how hard it is to reform the Bosnian system or how next to impossible it would be for Kosovo to enter the union without getting recognized by multiple members (of course if Serbia recognizes Kosovo they would as well). I think it would be interesting to look into what Serbia wants out of the negotiates. I think it's a big simplification to say they it's simply rejecting proposals. Videos on that topic are very non nuanced. And I say that as someone's that wants Serbia to recognize Kosova indipendance. They main thing they are requesting is autonomy for Serbs in Kosovo. It was agreed in the Brussels agreement of 2013 by a previous Kosovo government and never implemented by Kosovo. I think that's a shame. If it was I think it it's possible that Serbia would recognize Kosovo by now, or be close to it. And even if not, I think the region would be a lot more stable. The "big five" EU delegation recently in Belgrade gave support for again last week. The details of all this stuff are not reported by international outlets because they are not that interesting to most. And most people don't have a good understanding of it. It's only reported when tensions rise up. Overall to get back to my point about the video I think it's very likely that many of them join together. Especially if the Open Balkan initiative works out. The Russian point about Serbia is a very good one. Still, we will see how that changes in the following years. Russian economic and political influence is lessening in Serbia. Still China is making a bih push for Serbia. I think it would be strategically stupid of the EU to ignore this. I would say that more effort needs to be put into getting Serbia closer the Europe. The EU should not have a defeatist attribute about Serbia or the region. Russia and China have far less political and economic influence and yet they are not giving up. Ps. The VITO power is at fault for 30 percent of this stuff.

The hypocrisy of the EU is ridiculous. Before the war, that is, just one year ago, by all standards and merits, in terms of perception of corruption, the standard of living, freedoms, economic development, and democracy, Ukraine was years if not decades behind all Balkan countries. All of a sudden Ukraine is on the fast lane to join EU and all those standards that were so important for Balkan states are completely ignored in the case of Ukraine, and all those strict criteria and blackmails to which the Balkan states were exposed for decades to fulfill them do not apply to it. In other words, those criteria are one big BS and all boils down to political expediency.

The EU is a political union. As someone from Serbia, I wish Ukraine all the best. Ukraine is spilling blood for Europe, while in Serbia some groups are promoting the Wagner group. As for Serbia, if I were the EU, I would end the process of Serbia joining the EU immediately, introduced visas, tariffs, and quotas, and economically treat Serbia as Egypt or Angola. This is where Serbia politically belongs. On top of that, I would sanction many de-facto Russian politicians and agents like Vulin who runs the whole security sector of Serbia.

These countries can join tomorrow or never depending on geopolitics and the political will of Brussels. Citizens of these country have very little sway over that. Either way if they join their fate is that of Bulgaria or Romania, and people in these countries know this. Not saying those two aren't better of with all the benefits of the EU, just that it isn't particularly inspirational to give up your country's name or territorial integrity to receive that.

Serbia - Last Bosnia - Last Kosovo - Last Montenegro - Very unlikely due to the strong Serbian influence, 30% of the population are Serbs, and probably over 90% of the Christians are influenced in some way by the Serbian Orthodox Church. Only chance Montenegro to join is without veto power, otherwise the risk is gonna be too high. Albania - Could be, enormous reforms are required. Also probably without veto power as it could be used to block serbia/bosnia/montenegro. Macedonia - Probably, also enormous reforms are required. 2035 - Macedonia/Albania or Macedonia only. Also N.Macedonia and Albania are not linked. They were 'linked' til they got the decision approved to start the negotiations. Once the negotiations have started it's merit based, both countries have separate accession talks.

I think there are big misconceptions about the Western Balkans region due to nescience and ignorance. This video is another example of it :) The debate on the individual countries of Western Balkan region is much more deep then what is presented in this video: public in the region is not well informed about EU and what the membership entails (same goes for residents from EU not really knowing how does EU function), and negative result of public polls can actually mean that the public is discontent with current governments (which can also mean frustration with governments taking too long to reform - therefore citizens being pro-EU but anti-government) also, there are differences between status of countries: candidate who negotiates, candidate who just has that status and potential candidate are not the same. Bosnia gaining a candidate status came in the time of Ukranian war and is more a PR strategy of EU than a real path towards accession (the country literally doesnt even have a proper constitution to even start with) The influence of Russia in the region is also another misconseption further pumped by media, as the sanctions issue came in recent years (especially in time of Russian invasion). Serbia has been negotiating since 2014 (the process is slow because of slow reforms and adopting EU laws) - environmental policy chapter might be even more problematic then Kosovo issue. Kosovo has applied for membership - again this doesnt mean it will enter in 2 years as the tone of this video says :D Kosovo is the only one in the region that is not a candidate today, as it has a core issue with its country status. Kosovo sending an application was symbolic and political, hoping that EU will grant the candidate status like it just did with Bosnia (without fulfilling criteria). The truth is this country doesnt even have visa free regime for EU (the rest of the region (including Bosnia) gained it back in 2009-2010).

@@akica70 this is very true. The US left out of the war for the first few years because they wanted Europe to sort out an issue of theirs for once. As it became clear that the EU had no power to stop the wars, the US got involved and finished them up quickly. The local situation was, simply put, Serb rebels controlling half of Bosnian territory at its peak, and as such they had to retain large amounts of power over Bosnia, enter Republika Srpska. No deal like this was necessary for Croatia since by this time, the Serbs were kicked out, and as such they had a much easier path to EU membership.
