You should check big clubs who have high potential youngsters. For example Dortmund has Brunner who is like 65 rated. Cost around 2-3 mil I believe but when I was in my 7th seasons he was 98 rated.. lots of big clubs have quite cheap high potential youngsters who ain’t gonna get play time there.. if you can’t directly buy them. Loan them with option to buy if u smart in those deals you can definitely get some gems for a low price. Also regens / free agents and indeed youth academy are the best ways to build great future teams with low budget
