True, when used in a question, "shall" indicates a suggestion -- and more precisely a suggestion that you anticipate being readily agreed to. ("Shall we dance"?) If you anticipate the suggestion may not be a good idea, then you use "should". For example, if you're lying on the beach and the water is safe, then "Shall we go for a swim?", but if you hear thunder or there are reports of sharks, jellyfish or riptides, then you would ask "Should we go for a swim?" Can you see the distinction? Note that it's possible to phrase a suggestion without using "shall" at all: "Let's dance" (instead of "Shall we dance?") or "Would you like to take a walk" (instead of "Shall we take a walk"?) "Shall" introduces an extremely formal tone into a conversation, and if you can avoid using it for a suggestion then you should do so. We speak very informally today, which is why words like "shall" are going extinct. A very famous song uses "Shall we dance?", but the suggestion is being made from a highly educated woman to the King of Siam! (From the musical "The King and I".) Unless you're speaking to royalty, don't be so pretentious. In declarative statements, "shall" is practically extinct and reeks of King James Bible English. (Gen. 2:17 "Ye shall surely die", but NIV Bible "You will surely die.") Avoid using it in speech. On the other hand, it is used in poetry and fiction and other places where one wants to evoke a pretentious, artsy, or academic atmosphere. One of Bob Dylan's most famous songs was "I shall be released", about the feelings of a dying man, but in real life a man talking with his doctor would say "I'm glad that I will be released from this chronic pain I suffer." In declarative sentences there remains one very specialized use of "shall", and that is to emphasize a very firm decision and commitment if not open defiance. MOTHER: “You can’t go to the night club tonight, I forbid it!” DAUGHTER: “I SHALL go [with heavy emphasis on “shall”] whether you approve or not.” Or “Don’t marry that person” “I SHALL marry him/her!” The labor unions of the early 20th Century took the tune of an old hymn and supplied the new words "We shall overcome someday". "Shall" instead of "will" because they were emphasizing that the unions would only be able to beat the owners through a committed display of firmness and defiance.
