No, the similarity theory let you simulate phisical effects using different phisical conditions. The important thing Is ti achieve similarity through a series of non dimensional coefficients, such as drag coefficent, lift coefficient, reynolds Number for incompressible flow, or mach Number for compressibile flow and so on

To have the good and consistent result for scale model in a wind tunnel, you have to aplly in the equation, a new factor, the "Reynolds number" adjusted to the scale of the model. The Reynolds number is about kinematic viscosity (interaction between the skin and shape of the objetc and the fluid) of air or any fluid, in short.
