guys after 3 hour eventually I have been able to solve this problem first thing first I was also stucking in welcome thing and I wasnt able to run safe mode and recovery the solution is go f8 in that panel go below you will see something with (ADVANCE BOOT OR SETUP) I dont remember much than select it first it will boot normally than it will restart and scan everything after that it will reboot again it will take at least 30 minute (mine took 40) so be paciant it will definitly solve problem. Thank me later and last thing sorry for bad english

I did the "Safe Mode with Networking" but after I put in the password, it still stays stuck on 'WELCOME'.

when i booted safe mode with networking it was loading untill it got stuck on drivers/CLASSPNP.SYS same with safemode without networking

when i go safe mode with networking it freezes and went to no signal amd boots up again....

If anyone here is struggling to find safe mode keep doing rebooting and pressing the key again and again, it took me many attempts for the right screen to appear
