Nine people, whose job is to care for people behind bars, have been charged with crimes themselves.
The warden of the Waupun Correctional Institution, Randall Hepp, is charged with misconduct in public office. The other eight face felony charges of inmate abuse.
This comes after a Dodge County Sheriff’s Office investigation following the death of four inmates within the past year. The most recent death was ultimately ruled a homicide by the medical examiner’s office.

Turning off the water for days. They murdered that inmate through torture. Water is a basic Human right

If they turn the water off, they are supposed to bring them water. It’s usually turned off because they clog the toilets and sinks and flood the cells and then the whole tier and floor. Obviously they weren’t bringing him water. If they aren’t eating you put them on calorie count and the officers have to record how much of the food trays they consume. If it’s so many missed meals then they get moved to the hospital ward. They were definitely not following policy’s.

Maga favorite former Sheriff David Clarke did exactly the same thing...they turned off the water to an Inmate's cell for two weeks & the man literally died of thirst. It's illegal to treat a DOG that way, let alone a human being.

Not if you're flooding your cell with piss and shitwater that ends up flowing down onto those in the cells below you. There are many legit reasons to shut off water in a prison.

It's not weird. Most prison staff members (guards, clinicians, medical staff, etc.) Are worse than the people inside the prisons. They just usually get away with anything, including murder, since they wear a shinny badge.

I'm an engineer, but before I got my life together, I spent 15 yrs doing dope. You would be SHOCKED at how 90% of jail guards behave. Violence, torture (left me in a drunk tank, which is a 57° concrete box, when I was already unhealthy as hell, coming off dope. They let my keep my skivvies, but gave me a paper suit to warmth. I shivered so hard it cracked my teeth. They left me there for a week...) and the worst part.... psychopathic jail guards who enjoy screaming into tiny cells during their every 15 min checks, so nobody can sleep. I saw how men could be pushed too far and snap. Oh, and the craziest thing is that I was in a jail with a fairly GOOD Reputation, tuolumne county...

It's America, there's literally a high percentage of our population in jail than the percentage of Russians that was ever in the Gulags. Really let that sink in for a second. We are in many senses less free than the Soviet Russians were, we have more monitoring, more censorship, more nonstop propaganda, only we always call it PR and spin and marketing and advertising so you don't even register it as propaganda, they call it "moderation" when you get silenced on some platform for saying wrongthink. None of this shit is Communism. This is a Capitalistic society, I mean hell half the prisons themselves is ran for profit as private corporations, that's part of the reason the system is so fucked to begin with, it's the same reason Oxycontin and the medical system is fucked, someone is making money $$$ from it being fucked. Like in Lousiana, the Sheriff actually makes a cut off the prison personally. Which literally incentivizes the LA sheriff to cut meals, because meals cost money, the fewer meals he feeds, the more money he saves, the more inmates he houses, the more money he makes. Look up the Kids for Cash Scandal in Wilkes Barre Pennsylvania, it's sickening. And frankly, speaking as an American, I'm sometimes astonished I haven't been to jail yet. It's so easy to fuck up here, and for mind numbingly stupid reasons. Yeah you think these are all criminals stealing purses from grandmas until you fill some form out wrong or go fishing in the wrong lake or marry the wrong woman get the wrong judge and can't afford to pay 10k a month in child support (that you find out she's spending on fucking designer bags not the kid's clothes anyway). I'm honestly a bit astonished we still have people conned to believing this is the greatest country ever, America's not free, and frankly, it's pretty broke too (and broken). The only people this society truly works for are the people that own everything.

to be "tough on crime", I'm sure. there's this weird trope of "law and order" which permeates the country and is embraced by LEOs, corrections officers and politicians. when people use the phrase "law and order" they should be aware that 1930's Germany, The Soviet Union, China were very good at "law and order". Justice? Not so much. That's why we have a Justice Department and not a "Law and Order" department.

Inmate mistreatment takes place all over the country. Ten years ago, when my son was a teenager, he went through a period where he thought it was funny to do wheelies on his motorcycle through a small Tennessee town and then outrun the police. He was caught twice and did 30 days in jail. He told me about the horrible treatment of everyone in the jail. It was appalling. Once or twice a week a local bakery would send over donuts or deserts for the inmates. The jail staff would show the food items to the inmates, laugh, and then throw it all in the garbage. The were feed pb & j sandwiches on molded bread for lunch and supper. All of the meals were disgusting, as well as how the inmates were treated in other ways as well. They may have broken laws, but they are still human beings.

The 62 year old mentally ill inmate was physically abused by staff about the chest and kidneys,,,they diddent feed him ,give meds,and turned off his water,,,,camera SMH,,,WAS NOT WORKING IN CELL….BODY CAMS SHOULD BE MANDATORY AT ALL TIMES,,,

Once booked into jail they don't give a rats ass about you or any other inmates, they don't care if you starve or die by not getting your meds, being uncaring is prerequisite to the job.

Yep happened to me. They refused my meds and I was deathly sick. I had 2 seizures. My sink didn't even have cold water and when I was dehydrated they told me to drink sink water and I had to drink warm water. This was Towson Jail in Maryland I was at.

Bringing in cell phones and drugs is profitable for jail guards. My nephew is in a Florida prison. He called me one day, using a cell phone. I asked him where he got a cell phone. He said the jail guards bring them in, sell them to the inmates, then do a shake down and confiscate and resell the cell phones.

A smart person would be more worried about what type of people are going to be returned to society, I would go even further to say that A system that we have been led to believe is supposed to rehabilitate individuals does more than even the opposite and actually hardens them and turns mediocre criminals into absolute monsters that are going to be released back into society.

Inmates can not riot when they can't get out of the 6 x 8 foot cell that two inmates are sharing. They said they haven't showered in 9 days, that means they are being held in their cell against their will. When on lock down they are required to be released every other day for showers. I have been an inmate, this is horrible to know they are being tortured. It is wrong and inhumane. They are begging for their life.

If you've never had experience with the D.O.C. in any state, is about time something has happened. These allegations comes as no surprise to me. This is NOT an isolated incident. Any many more investigations should be applied across this entire country.

This is more common behind bars than one thinks. Phone calls are listened in on and outgoing mail read, so reporting it is difficult and life-threatening in itself. It's easier to get contraband in than news out.

You could go through all 50 state prisons and find the exact same conditions. This is nothing new nor unique. Good them for taking action. Far worse take a look at Harris county jail in Arizona. Their death rate is much higher. And they don't care enough to take action.

Don't blame me! I was a C.O. there from November 1976 to April 1977 and my most memorable moments were saying, "here's your mail, Karlton (Armstrong)" and breaking up a racial interaction during a matinee movie in the rec center. I've never been so happy in my life to see a half dozen badges come to my aid before I had a shank in my chest! Finishing my degree at UW was a breeze after that!

Did you say a Matinee movie at the REC center? So movies and a recreational center??? REALLY?? Sounds horrible. And THEN they riot. I'd lock down everything, too. It is what the inmates make of it. Can't do baking classes or any trade classes because everything is a weapon. You can't monitor everyone 24-7. Stop jailing jailors. One inmate killed himself, hard to stop, one overdosed, his own fault. One from a stroke. That leaves one death by mistreatment, another stroke. How long is a significant amount of time w/o water anyway. It's pretty vague. Most people just hate cops now, the end.

We the people were defrauded by the Feds, join the SSN program and have retirement $. When that happens, you fall under the 14th AMD, " ALL PERSON ARE subject to Congress" Plus Brandells Avoidance Doctrine para: 6 Anyone who avails themself of a govt benefit I,E SSN, The Supreme court will not hear your case on Constitutional rights. They let the lower courts decide, and if they go against you, oh well. You are by Law a Person, based on that number, 14th AMD control, they decide if you have rights. They deny, you take it to court, you might win or lose. NO REAL RIGHTS, but what they allow, when, where, and who gets them. There is much more to this, and it would take 20 pages to lay out the picture. Cheers...

I have family in there, and they are locked down 24/7. With no proper food nor shower's,as well as check ins. And they have been there for over ten years. And they block there mail,not let them call home. With racism no human should have to go through this when serving their time.

They really need to look into all the prisons in Wisconsin Waupun is not the only prison that needs to be under investigation. Especially at TCI the girl that was killed by her roommate after she warned officers numerous of times that she was being threatened. And the officers that didn't act accordingly and cautiously are still working there...

Sadly, many in max security are suffering from mental illness and shouldn't be in jail in the first place. We don't put people with Alzheimers in prison because of their behavior, and we shouldn't do the same with people suffering other types of illnesses of the brain.

Criminals are allowed to operate the prisons. The Sheriff is just as much at fault.

Who from the state was supposed to be inspecting or monitoring this prison? I hope this gets the attention and investigation it deserves but they can't hit the panic button and start dumping inmates on the street. This sheriff is working this for publicity.

There are a lot of evil people that work in our jails. They do a lot of cruel things as well. Don't forget Abu Ghraib prison and how quickly they covered up everything. I personally almost got thrown down an elevator shaft with my hands cuffed behind my backs for filing a civil rights complaint.

If the cops on the street are getting bad, imagine in prison. You are absolutely not believed if you say anything while you are an inmate. At least on the streets, you have phones with cameras and can get proof at times.

Prisons are privately owned and ran. No one keeping tabs. No one needs to be treated like that. Cant even imagine dying of thirst.

I’ve been in jail for basic motor vehicle issues. Couldn’t pay the fines and my rent. They refused to give me my medications and acted like I was a brat for having an issue with that. They also steal whatever cash is in your possession!

It happens in every prison in every state. Guards wardens and governors are evil and treat prisoners inhumanly. You can’t report or complain or your loved one who’s incarcerated will feel the retribution. There’s nowhere to turn for help. Absolutely nowhere

Prisons and Jails for profit.....privately owned under staffing follow the money and you will find the criminals....pretty simple the more understaffed you are the bigger the profit if you don't spend money on food and cleaning supplies and building maintenance the bigger the profit.....in some of these places even the COs are treated like criminals.....not to mention many of these places don't know what due process is .....as the court systems in many of these places is like bad stand up comedy......I've seen people pulled from cells to go to court and the name and numbers they call in the courthouses don't match the person that they brought to the court.....

Firstly, not everyone in prison is guilty. Seondly, our country does very little to help those with serious mental illness, and many who are in prison have mental illness. When those who are in charge are worse then those who are convicted, what does that say about our society.

Unbelievable treatment. Criminal treatment dealt out by workers and allowed by a warden. They have been sentenced by a court system and now the facility takes it upon themselves to deal out their own justice. We are America...We are better than that. Hold these people accountable for their mistreatment of people left in their care.

"persons within our care" ?!??!!! No warden, guard, or even a prison Dr has EVER called an inmate that... unless being sarcastic. And no matter how many lies nor how ridiculous they are, there are still plenty of people that believe them. The trust system does not work except for the a-holes taking advantage of the people stupid enough to believe them. And when they, the trusting fools get screwed over by these o so trustworthy people, they have the gall to act surprised.

These things happen all the time. If your alone without family on the outside constantly fighting for you then your completely defenseless to the crime's they commit against inmate's every day of the week. They always cover up for each other. I know because I was in prison myself in NC
