"Open to the public" is the permission to enter the private property BUT this doesn't make the site "public" is in fact a private property that something that a lot of USA citizens fail to understand in the mindset of MUHHHH FREEEDOM!!! thats why is a democratic republic and not a communist one, private property is a fact whatever is a home or a business the big differences is how you can enter in the property.
