See how he uses a circular swinging of his hips to help move his legs forward instead of activating his hip flexor muscles. This is something that needs to be worked on with therapy to encourage proper stepping and proper muscle use in order for him to develop strength and correct hip movements. He is doing what comes easily due to his weakness but with proper practice, he can develop his weak muscles.
