When you run a country with small pockets, but big problems with criminal and terrorist groups, you have to arm your security forces with sufficient firepower to bring security, including armored vehicles, using what little finances you have on hand. Light armored personnel carriers based on commercial chassis offer a cheap alternative to more expensive dedicated military designs in such cases. The production and development of such vehicles has become a lucrative business over time, with a variety of companies around the world offering up their own designs. One of these was the Carat Defense Group, which launched the Black Scorpion 4x4 APC in 2008, based on the well-proven Toyota Land Cruiser chassis. Due to the sheer amount of similar designs, the Black Scorpion receives only scant attention in recent armored histo riography, even while it plays an important role in many armed conflicts, especially in Africa.

Honestly building on the Toyota Land Cruiser chassis could make maintenance and training on the vehicle much easier, and with the benefit of armor this would’ve made an excellent upgrade for anyone with low budget and high demand for protection.

The Puma for example doesn't have an armored firewall. Also there's no armored plate behind the headlights. The only thing behind the lights are batteries.

big issue is that they often have so few and they ride them hard and often, maybe if they had more and put them on a proper rotation they wouldn't get run into the ground instead of basing it off the chassis make something that uses common high wear parts like the drive-train

As long as no one is expecting to use them like a tank or 'proper' APC, they do make sense, relatively fast, armoured, manoeuvrable and cheap to run. I wonder if the bodies could be lifted from worn out chassis and put on fresh ones or if it is not worth modding the body or recipient vehicle? As an aside, the cop with his wooly hat and helmet at 13:30 looks like someone who as seen sh(t and given up caring.
