Plot Twist- Soldier wasn't interested in interrogation; he only wanted a bad excuse to unethically torture someone to death, so he kept BLU Scout's mouth duct taped, preventing him to talk, so he could frustrate himself.

If they were ever to make a sticky launcher that could stick bombs to players it would propably need less ammo and reduced clip size (aroud the size of the quikie bomb launcher should be a good reference), deal less damage (50 damage each while stuck to the player should do) and smaller explosion radius but projectile speed would be incresed and no arm time.
