Laws need to change in America. You are correct. Sure you can arrest someone all day long but the court and bail lets these criminals out 2 hrs later and they go right back to commiting crime. Bail reform was designed for American citizens not immigrants. We need to separate the two. Less than 2% of bail reform participants that are American are rearrested. The bail system did not take into account the criminal element they let in to NYC. The sad part about it is that the ppl that actually need bail reform will be punished by the actions of non citizens.
