I may have cut the color from my deck, but that game shows that it wasn’t all white, especially once it blue out the table

The War's Toll + Silent Arbiter lock doesn't actually work the way you claimed it does. War's Toll states that all their creatures attack *if able*, and any creatures beyond the first are considered "not able to attack" because of Silent Arbiter's effect, resulting in Silent Arbiter simply shutting the second ability of War's Toll off rather than completely preventing your opponents from attacking. The general rule of thumb is that "can't" always overrides "must" - if two abilities seem to conflict, the ability that prevents an action generally wins over the ability that requires that action.
