Meritocracy is the most effective way of improving civil servants performance. Any salary raises are based upon appraisal of their performance. Good performers receive higher salaries, whereas poor performers receive lower salaries.
Yes, it's true, not easy for increments based on performance. Even at present ,the yearly performance awards also very bias , depending on the superior's remarks.😢

Base on performance/progress of states, towns, kampung etc. to allocate % to increase.

Civil servant got increment every year, based on grade scale.
Until you have "Pay for Performance", you cannot deprive civil servants any increment for 12 years. Be fair.

Yes. It is difficult to decide how to raise salary of Malaysian public sector. Salary increment must be pegged to private sector of equivalent ranking. Best to set up a commission to look into public sector performance and its annual variation of salary adjustment. This commission shall be chaired by a reputable and honourable retired Bumiputera judge and a deputy chairman from Bumiputera private sector, cooperate chief and the rest made up of union, government public representative or others who are affected by salary increment. All must be from Bumiputera so that no one is accused of discrimination. The purpose of this commission is to look into recruitment, performance and dismissal or disciplinary action to be taken when wrong doing is detected. Malaysia cannot forever feed this vast group of public employees without any conditions imposed on them.
