It's easy to voice out your desire as an S, but having chat be the S is more difficult as chat is usually a hive mind. It's also easier as a joke for chat to be the M as a collective entity even if it is in conflict with some individuals within chat. Play bullying does occur naturally and arguably that's a natural form of S from the chat, but it avoids the sexual aspect of it and instead showcases itself in a playful manner. So when it comes to things like seductive playfulness, the streamer does usually have to take the lead, which in turn mostly puts them in the top position unless they aggressively pursue the bottom position. Of course there's a lot more to this but effectively, it's complicated.
