I was wondering too. Looked up traffic lights in Jerusalem and it said the green light beams start to blink three times and then flicker faster to tell drivers to slow down to prepare to stop. I could be wrong though but that's what it said.

I don't think proxies make sense here. Iran usually denies responsibility when they use proxies, but they clearly want to take responsibility for whatever is about to happen
