She's too powerful and Oda doesn't want to change the dynamic of the monster trio by adding a new crew member that was potentially stronger than Zoro and Sanji.

The monster trio is stronger than her at this point, even Sanji. In Egghead Sanji actually does better against the Seraphim than Luffy or Zoro despite their advanced CoC just because of his raw durability.
