Yes can lay directly on roadbase or use a small amount of finer gravel, sand, or even mortar.

I noticed you filled the blocks with base rock. What is the rule for when a block can be freestanding, and when it requires mortar or cement with vertical rebar and a cement footing?

Most retaining wall blocks systems are designed to be laid on road base prep and don’t require a concrete footing. However depending on the specific block and the wall height you will require some other engineering add-ons like geotech installed between every couple of rows, layers of material compacted behind each row of block etc. It’s best to take a close look at the spec sheets of the specific product you choose to make those decisions

How much space did you leave between the back of the wall and the fence?

We built that back wall out of cinder blocks, mortared together for added strength, and left it 2-3” away from the fence for an air gap to prevent rotting

Why not just make the base compacted and level the entire length then lay the blocks and line them up with the string? All that tapping trying to get each one level is too much wear and tear on the knees and in efficient use of labor

Hey that is certainly the goal, to minimize how much fine tuning needs to be done. However no matter how flat the base is, it is important to mallet each piece so that it is actually set into the base, and not just resting on top, thus avoiding settling etc
