There were two times steelix was appear in wild first in hoeen and second in sinnoh.in hoeen when ash catch torkoal and in sinnoh when team rocket was digging a hole

I think paul has traded his electabuzz to another trainer and that trainer would trade electabuzz again thats y paul has electivire or the second reason is that paul would traded its electabuzz to his brother and retraded it and last reason is paul traded his electabuzz with his own other pokemon like magmar so he get two strong pokemon like electivire and magmortar

Before swsh steelix was the only trade evolution pokemon to be found in the wild all of the pokemons in this guys list can be found in the wild prior to gen 8 and now with dynamax raid in swsh we can also encounter legendary pokemons like mewtwo zygarde etc
