Because he didn't have his memory untill after, yes Luffy didn't know that but One Piece ain't a shitty rom com full of misunderstandings. Luffy as a character would be way WAY more happy to see one of his brothers ALIVE and would assume he had good reason not to be there WHICH HE DID because Luffy is EMOTIONALLY MATURE. Oda knew what he was doing this isn't what should have happened this is what some teen obsessed with drama wants to happen.
