Uninstall your android auto and disable auto updates for android auto. Now download android auto v6.3 apk and install it give permission and try.

Uninstall your android auto as it must be on v6.4 and disable auto updates for android auto. Now download android auto v6.3 apk and install it. Open the app and give all the required permissions and try again with car stream it will work.
