This could possibly mean that Leo could've been an after thought way before he was replaced by crow.

No, his turn was legit; he only normal summoned Skull Flame. Skull Flame's effect lets you special summon a Burning Skull Head from your hand once per turn, which is how he summoned his third one out. As for how he mentioned he would summon another Burning Skull Head next turn, Skull Flame's second effect lets you add a Burning Skull Head from your Graveyard to your hand instead of conducting your normal draw. So he would've retrieved one of the copies that he tributed to summon Skull Flame, then used Skull Flame's first effect to special summon it. To be fair, they don't explain all of this, and you'd only know if you looked at the real cards.
