I watched the studio who made the outfit for Plastique, apparently there was a version where she wore a sheer white coat and a white band on her forehead. I wish that she used that version cuz it's so much more on theme. White sheere coat and white headband is the traditional Vietnamese funeral clothing.

The cloak maybe, but the dress, Victorian? No, that’s a classic Rococo look, wig, neckline, pannier and all; Victorian gowns would either have that off the shoulder neckline, a full sleeve, a bodice that extended to the hips, a bustle, anything! She’d have more success wearing a sexy blinged version of a half mourning gown to sell that story fashion wise.
