How do you check this HPOP? if you cover the button whole with your thumb should it SUCK IT IN?

I’m trying to just get the rocker arm released from The Head. Do I need to break loose The Head bolts to get the rocker arms off? There are small bolts, which are 10 mm right beside the rocker arms, but there are also large bolts look to be head bolts right beside them, and the rocker arm assembly is bolted down with all of these bolts. Any help would be appreciated. Thank you.
