A great tip is to make the areas, music, and enemies you fight all how you want! however you want! None of it has to go together, great games need diversity👍🏼

If it can be solved by intuition alone in a minute or less, that mechanic does not need a tutorial, like knowing an Elemental Chart in a turn based rpg, or a mud tile in battle gives Slow if you finish your turn there in a tactical one. It is needed though, for example, if weather is a thing that changes the rules of battle, or a summon or class based games, where every change matters. Have a nice day and a cookie.

I think he's saying that you should add game feel during every stage during development. This is a stupid point.

No. Just that you should keep it in mind. Game feel is more then just polish and screen shake. It's everything that communicates the nature of a game to the player, including story, evornment, music, art, motivation and much more, it should to some extent dictate even level design and progression. A core component of a gameplay loop is communicating information back to the player, game feel is this part. Too many people believe game feel to be a superficial part of game development only for the end, but believing that will likely result in a shallow game with screen shake.
