Det är inte konstigt att finska polisen har så pass hög popularitet hos sin befolkning då Ryssland är grannlandet.

The progression over time is interesting here. UNRWA established December 8, 1949. UNHCR (for every other refugee) December 14, 1950. Convention Relating to the Status of Refugees July 28, 1951. Imagine if the order had been reversed. It is unlikely that UNRWA would have been needed because those Arabs from Palestine who fit the definition would have been serviced by UNHCR. Their numbers would have been reduced over time and their status would not have become an inherited asset.
