My grandfather had a knife like this. He used it to get dandelions. I am not sure if it is designed for that. Anybody I ever saw getting dandelions used a knife like this.

My grandpa ironically found a pocket knife/multitool on the ground biking years ago and now we have it and my dads glued part of back on and fixed the slightly chipped blade so now it’s super sharp even though the broken knife was the smaller one lol

To be able to anneal you need sand to lower temp to room temp around 12 hrs. This thing you do looks like normalizing. In normalizing you relieve stress in annealing you lose all hardness. This video is 9 months in but may be it helps

Actually it’s not my grandpa found a knife in a very similar way years ago he was biking through the forest when he saw something shiny sticking out from some mud it was a knockoff Swiss army type knife. When he got home he cleaned the heck out of it and years later my dad brought it home from his house and fixed it so my brother could use when we used to be in Boy Scouts these videos aren’t all fake and in fact the vast majority are real
