If this is dirty and oarked for years,, can this prevent the car from running?

This is normal operation for a heat pump. The wooshing sound is the reversing valve switching the unit from heat mode to cool mode to initiate a defrost cycle- the outdoor fan is supposed to stay off, and the coil gets hot to defrost any ice. This results in water runoff and steam from the condensation evaporating. Sometimes there is no ice or steam. The unit has a 30 minute interval defrost timer. Sometimes these units will shutoff during a defrost cycle if the thermostat satisfies inside the house. When it goes into a defrost cycle the electric backup heat inside the air handler takes over. Once it needs to heat again, it may need to finish its defrost and that is what you caught on camera. These older Lennox units are fantastic, I would keep it as long as you can. Everything made today is built to break. Hope this helps sir!!
