What's the most important criteria that they're assessing you on? Is it more personality over substance, or are they both equally weighted? Thanks

There is a potential new public sector client in the health sector and I need to answer why should the client choose Gowling as its legal adviser. I had no clue how to tackle this question :( Did you get the same question? This is the first time I saw a question like that, other firms normally just ask about motivation and work experience related questions... never encountered such a specific question before...
