Homelanders laser vision, irrespective of its raw speed, is limited by Homelander's reaction speed in its targeting - so to get an advantage, he'd have to get a lucky / surprise shot, or be able to use it effectively at a range where Yujiro wasn't able to read or predict his movements. Personally I don't see it dissimilarly to Yujiro being able to manage fighter aircraft etc. Also, Homelander's mentality is so shaky, realising Yujiro was even relative to him / an actual threat would disrupt his limited strategic capabilities / fight IQ to the extent I dont think he'd be able to use his laser vision in the ways that might be effective vs Yujiro.
