I kind of understand where Dan is coming from on this, though. I feel that way about the beginning of Mean Streets. The scene where Robert De Niro is dancing with a black woman and his narration says "She's black. I'm white. But that doesn't really matter, does it?" gave the impression there was going to be some kind of interracial relationship component to the plot. Instead, we never see that lady again.

To me the main concept of the song is explaining reincarnation without using metaphors. Using a metaphor at the very end, and a very basic one at that, to tie the song together is lazy. If they were going to say every soul is being recycled like rain, there would be no point in telling the story of a highwayman which is 99% of the song. There theme should speak for itself. You don’t need to summarize your song in one line in the song.
