Uni Eropa Pada 12 Desember 2013, Parlemen Eropa mengeluarkan resolusi yang “mengungkapkan keprihatinan mendalam atas laporan yang terus-menerus dan kredibel mengenai pengambilan organ secara sistematis dan disetujui negara dari tahanan hati nurani yang tidak memberikan persetujuan di Republik Rakyat Tiongkok, termasuk dari sejumlah besar tahanan hati nurani yang ditahan di Republik Rakyat Tiongkok, praktisi Falun Gong yang dipenjara karena keyakinan mereka, serta dari anggota kelompok agama dan etnis minoritas lainnya.” Resolusi tersebut meminta PKT untuk segera membebaskan semua tahanan hati nurani. Direkomendasikan juga agar dilakukan penyelidikan yang menyeluruh dan transparan terhadap perilaku tidak bermoral tersebut. Konvensi Menentang Perdagangan Organ Tubuh Manusia juga diadopsi oleh Komite Menteri Eropa pada 9 Juli 2014. Konvensi ini melarang perdagangan organ ilegal transnasional dan meminta negara-negara anggotanya untuk menghentikan kejahatan tersebut. Konvensi ini berlaku di lima negara pertama yang sejauh ini telah meratifikasinya: Albania, Republik Ceko, Malta, Republik Moldova, dan Norwegia pada 1 Maret 2018. 17 negara lainnya juga menandatangani konvensi tersebut, termasuk Belgia, Yunani, Italia, Irlandia, dan Latvia. Pada April 2019, Belgia mengesahkan undang-undang baru yang mengkriminalisasi semua aktivitas yang terlibat dalam pembelian dan penjualan organ manusia untuk penggunaan komersial.
