I have footer design in Utah that requires the footer to be at least 30" below grade so they are wanting to pour it 48" thick so my effective depth is very long and causing my critical shear plane to be outside the footer width of 24". Any idea if this needs to be addressed?

If you follow PEMDAS, then ÷/*- are evaluated left to right.

When you were trying to figure out whether the system is consistent, it seems like it was circular reasoning, as you solved for values a, b, and c by equating the entries, and then you replugged in the values that you solved using the same matrix that was used to solve for the values of a, b, and c. It is going to come out as "consistent" every single time because you are just solving and then going backwards (unsolving) every time; of course you are going to get the same matrix in the end. That doesn't make sense to me.
